I suspect that the file name you gave above is a typo.
The file that's on the web site is
http://tcptrace.org/download/tcptrace-6.6.7.tar.gz
it should be sitting in your directory as tcptrace-6.6.7.tar.gz
if that's the case, then it's gzip compressed as well. A modern version
of 'tar' should be able to uncompress it on the fly if you ask it to.
Try:
tar xvfz tcptrace-6.6.7.tar.gz
(notice the added 'z' flag)
