cc stands for "C Compiler" and is the name wich usually have
the main executable files of C compilers, like the GNU C compiler (GCC)
prior to continue answering, can you tell us in wich environment are
you tring to compile tcptrace?
+ Operating system name/version
+ C compiler installed, and where it's installed
+ the path of the environment when you run the configure script
